I think that's only a veiled threat. I think he may be responsible for future violence, but unless he directly commissions a direct attack on someone, like a fatwah or something, it is unprosecutable

For speech to be consider a crime (in the USA) it has to meet several standards which are difficult to meet. Some examples are:
It must be a credible threat. For example if I tell you I'm going to drop a nuclear bomb on your house, that does not meet the standard. No reasonable person would believe I have access to nuclear bombs.
It must be immediate. If I say I'm going to go to your house and shoot you next Christmas, that isn't immediate.
It must also be specific. Saying I'm going to make you pay for what you did, is not specific.
Basically the bar is so high, it is very difficult to get a successful prosecution. That being said it is a grey area, but the courts have a long history of siding with speech. Here is a couple of interesting cases:
