I know someone, who believe in reincarnation, but not in gods.
He claims to be an atheist. Is he right?

YES: If you respond to the question, "Do you believe in God?" with a "No." you are an atheist. Your friend is an atheist but not a skeptic or critical thinker. Atheism is a response to a single idea, "God exists," and nothing more. Atheists do not believe in gods. Anything else they choose to believe in or not believe in are separate matters.
There are atheists who believe in Crystal Magic, Lucky Charms: Talismans and Amulets, fortune tellers and talking with the dead, ghosts, Bigfoot, alien abductions, and all sorts of other nonsense.

Yep, as Cog as has said, atheism is the answer to a single claim i.e "God (or gods) Exist", the atheist responds " I do not believe that statement"
Millions of Buddhists and especially the Zen sects consider gods an irrelevance, yet believe in reincarnation.
Atheism is no barrier to belief in Eric the Rainbow Farting Unicorn, ghosts, imps, banshees, karma or Walter the Purple Hairy Nosed Wombat Who Lays Square Poos and Lives in My Garden.
Soyour friendcan be an atheist and believe in reincarnation and Walter, no problem.
PS*whisper* he doesn't have to believe in reincarnation to accept Walter as his lord and poo regulating saviour....sssssshhhhhh

Atheism, simply defined, is the lack of belief in any gods. Period. As Cog said, you can be atheist and belief in reincarnation. Skepticism and critical thinking is another question.
