While I don't agree with your conclusions, you have done a great job of putting your finger on the key issue with that question. Let me rephrase it slightly: "Is culture A superior to culture B"? How could we answer that question? One method (1) would be to pick some property of cultures and measure this property of culture A and culture B and compare the measurements (for the sake of argument, I'll assume such a thing is possible).

• Method 1: So we pick property X and measure it for both cultures. We find that culture X(A) = 5, and X(B) = 6. Now using this method we can objectively say that culture B is superior. The problem is: you are going to have a hard time convincing others that property X is the right property to use for this determination. Others will want to use property Y or Z. Worse: many people will object that the whole method is flawed, since no single property can be used to determine which culture is superior; that instead we should use multiple properties. Which leads us to method 2.
• Method 2: We will measure several properties (X, Y, Z) of each culture then sum them, then compare the sums. But we are not out of the woods yet. For example: someone might complain that property X is much more important than property Y, and should be given more weight in the sum, which leads us to method 3.
• Method 3: Just like method 2, except we will multiply the value of each property by a number that has been assigned to it (to give it more or less weight). And example might be multiply X by 0.25, Y by 0.5, and Z by 1; then sum them. Now we have an interesting scheme where the definition of what superior means is contained within a table of properties (X, Y, Z) and their associated coefficients (0.25, 0.5, 1). I'm sure you see the problem with this: this table is complete fiat. If you ask 20 people to construct this kind of table, I have no doubt you will get 20 different tables.

You might notice all 3 methods are objective, in that everyone who agrees to use the method (with your table) will get the same result. But the choice of the details of any given method is highly subjective.

So because of what I laid out above, I'm extremely skeptical of your statement that it is a fact that culture A can be superior to culture B; as I see no way in which it could be anything other than an opinion.
